Steel prices in mid-2021: writing price validity into quotations for buckles, seals and clips

Steel input costs climbed through the first half of 2021. How to read validity periods, raw-material clauses and re-quote triggers for metal strapping parts.

Timeline · July 2021

Part of the YAKU industry timeline 2016–2026. Written as of July 2021; regulations, prices and technology may have changed since.

At a glance

  • European flat-steel prices, China's rebate removal from 1 May 2021 and the EU safeguard prolongation all shaped steel costs in mid-2021.
  • Wire buckles start as wire rod; seals and clips start as steel sheet or strip, so the relevant input differs.
  • A validity period is a risk-sharing term; align internal approval times with it.
  • An adjustment clause should name the index, base value, reference dates and the share of price that moves.

By July 2021 buyers of metal packaging components had seen months of rising steel input costs. In a market like this, quotations tend to carry shorter validity periods, and some arrive with clauses that link the price to raw material. Neither is unusual in a volatile market, but both need careful reading. This guide sets out what moved steel costs in the first half of 2021 and how to write price validity into a buying process for wire buckles, steel strapping seals and sheet metal clips.

What moved steel prices in the first half of 2021

Three developments are worth knowing about:

  • European flat steel. MetalMiner reported on 3 June 2021 that Western European hot-rolled coil had been confirmed at €1,120–1,130 per tonne ex-works for fourth-quarter rolling and delivery, against €1,000–1,020 in May, with cold-rolled coil carrying a further premium of about €125 per tonne. The same report noted iron ore peaking at $218.38 per tonne on 12 May and procurement problems among German construction firms.
  • China’s export rebate. From 1 May 2021, China cancelled the 13% export VAT rebate on 146 steel products, including wire rod, rebar and hot-rolled coil, with no transition period. Pillsbury’s summary of 11 May 2021 notes that exporters may pass the lost rebate on to overseas buyers.
  • The EU safeguard. On 24 June 2021 the European Commission adopted Implementing Regulation (EU) 2021/1029, prolonging the safeguard measure on imports of certain steel products until 30 June 2024.

None of these sets the price of a buckle directly. They describe the market for the steel those components are made from, and they explain why suppliers have been cautious about long price commitments.

Know which steel is in each component

The relevant input differs by family. Wire buckles are formed from steel wire, which is drawn from wire rod. Steel strapping seals and sheet metal clips are made from steel sheet or strip. A movement in flat-steel prices and a movement in wire rod are related but not identical, so a supplier’s explanation of a price change should name the input that changed.

Finish is a separate cost line. A galvanized component carries a zinc coating step; a phosphated one carries a different surface treatment. Zinc, chemicals and energy do not move in step with steel, so a price review that discusses steel alone may be incomplete. Packing materials and freight are separate again.

Read the validity period as a risk-sharing term

A validity period states how long the supplier will honour the quoted price if you place the order. A short validity shifts input-cost risk to the buyer: wait, and the price can change. A long validity shifts it to the supplier, who may build a margin for that risk into the price.

Quotation term What it means for the buyer Question to ask
Short validity (days) Decide quickly or re-quote Can our approval steps be completed in time?
Price fixed per order Holds for confirmed quantities only Are call-offs against a blanket order covered?
Raw-material clause Price moves with a stated index or input Which index, which dates, which share of the price?
Validity tied to shipment date Price applies to goods shipped by a date What happens if shipment slips for reasons outside our control?
Freight quoted separately Product price fixed, freight passed through How long is the freight element valid?

An index-linked clause can be fair to both sides if it is precise. It should name the index, the base value at the date of quotation, the reference period for any adjustment, the share of the price that moves and how often it is reviewed. A clause that says only “subject to raw material prices” gives the buyer no way to check an adjustment.

Align internal approvals with the market

Some price problems in 2021 can be self-inflicted: a quotation valid for seven days meets an approval process that takes three weeks. If several signatures are needed, either agree a longer validity in exchange for a firm commitment, or approve a price band in advance so that purchasing can confirm within the window.

Splitting the requirement can also help. Confirming the steel-intensive items early, and leaving slower-moving variants for a later order, secures the most exposed cost while keeping flexibility elsewhere. Make sure the split does not push you below carton multiples or create a second freight cost that cancels the saving.

Re-quote triggers that prevent disputes

Write down in advance what causes a re-quote: a change in quantity beyond an agreed band, a change in specification such as wire diameter or finish, a change in delivery terms, or expiry of the validity period. Put the quotation reference on the purchase order so that receiving and accounts can match the invoice to the terms that applied.

Keep the specification fixed while the price moves. A cheaper offer for a thinner wire or a different seal profile is a different product, not a discount. The sample approval guide explains how to keep the approved item and its revision on file, and the RFQ checklist lists the details a quotation needs to identify it.

Request a quotation with clear terms

For galvanized wire buckles, phosphated wire buckles, steel strapping seals or sheet metal clips, state the quantity, the delivery window and how long your approval takes. Ask for the validity period and any adjustment clause in writing through the enquiry page, so that price and specification stay together.
